Globally, tobacco use severely impacts public health, necessitating the development of innovative strategies to negate its detrimental effects. Sweden stands as an exemplar of countrywide successful tobacco harm reduction. This report reviews Sweden’s use of smoke-free alternatives that contain nicotine as an example of the “No Smoke, Less Harm” approach. This approach has contributed to the vastly improved health outcomes of Swedish citizens compared to the rest of Europe.
Compared to other countries in the European Union (EU), Sweden has a drastically lower tobacco-related disease rate and a cancer rate 41% lower than the EU average.
This lower tobacco-related disease rate can be attributed to only 5.6% of Swedish adults being smokers—a 49% decrease over the last 60 years. This achievement has primarily been effected through the increased use of safer, smokeless nicotine delivery mechanisms, such as snus, vapes, and oral nicotine pouches.
This report paves the way for a broader discussion and examination of Sweden’s public health strategies and regulatory frameworks and their role in creating a healthier society. It analyses the evidence and provides case studies in support of the assertion that Sweden’s approach to nicotine use and tobacco harm reduction is both practical and beneficial.
