According to the Kenyan Ministry of Health, tobacco use is the most preventable cause of death in the country. Unfortunately, the government is taking a quit-or-die approach to tobacco control.
It is with this in mind that the Draft Excise Duty Regulations 2023 propose the introduction of excise stamp fees on electronic cigarettes and other nicotine delivery devices:
This approach disregards the science behind tobacco harm reduction (THR) and will continue to negatively impact on smoking cessation and public health in Kenya.
The Commissioner General has invited the public and stakeholders to submit their inputs and comments for consideration to the Commissioner General, Kenya Revenue Authority, stakeholder.engagement@kra.go.ke to be received on or before 7 February 2023.
